- 3/5ths Compromise
- Agreement that 3/5ths of the slaves in any state be counted a sit's population.

- Right To Vote
- White males, 21 and older and they had to own a certain amount of land or pay a certain amount of taxes. New Jersey was the only state that let some women vote
- State Constitutions
- During the war, most states had their own const. to spell out the rights of citizens and set limits on the gvns. power.
- Articles Of Confederation
- America's 1st constitution, created a firm league of friendship among the 15 states. States would send delegates to confederation meetings or "congress". Each state had 1 vote in congress.
- New Jersey
- Proposed by Will Paterson. 3 branches of gvnt. Each state gets one vote.
- Virginia Plan
- Proposed by James Madison & Edmund Randolph. Called for a strong national government with 3 branches. Legislative - passes the laws Executive - carries out the laws. Judicial - sees that laws are carried out fairly. Called for a 2 house legislature. Seats awarded on population. Problem - larger states would have more reps.
- Congress: Could/ Could Not..........
- Could: Declare war, appoint military officers, coin money. Could Not: Regulate trade, pass laws about taxes.
- Problems With The Articles of Confederation
- National government was weak, no president, and it said nothing about admitting new states to the US
- Great Compromise
- Called for a 2 house legislature. Lower - hosue of representatives. Upper - Senate.each state gets 2 senators.
- Anti-Feds.
- Opposed the const. beacause it had NO bill of rights.
- 3 Branches of gvnt.

- Favored a strong system of gvnt.. Wrote a series of essays, the fed. papers. (Madison & Hamilton)
- Shay's Rebellion
- May 1786. Daniel Shay - farmer in debt. Led a revolt attacking court-houses to prevent the sale of farmers' property as payment for debts. Massachusetts militia sent.
