The initial phase of the SAT is
Analyze Phase
The analyze phase includes: 3

Determination of instructional setting defines

The design phase includes:
⬢ Produce target population description (TPD).
o Identify who is coming for instruction.
o Identify what knowledge, skills, and attitudes must/will they bring with them.
⬢ Conduct a learning analysis.
o Identify what is available to teach with.
o Identify what will be taught, evaluated, and how.
⬢ Sequence learning objectives (LO).
o Identify what order the instruction will be taught to maximize both resources and the transfer of learning.
Develop Phase
The third phase of the SAT process identifies those tasks to be instructed and the desired standard to which those tasks
must be performed.
The develop phase includes
⬢ Develop course structure.
o Determine how much content is appropriate for
single lesson or exam.
o Arrange lessons and exams in logical sequence.
o Guidelines for developing course schedule.
⬢ Develop concept cards (a snapshot of one entire
lesson, exam, or event).
⬢ Conduct operational risk assessment (ORA).
⬢ Develop lesson materials to support the training,
generate
o Lesson plans.
o Student outlines.
o Supplemental student material.
o Media.
o Instructor preparation guide.
⬢ Construct tests to evaluate if the learner has the
knowledge and skills required to master the
objective or task. Tests items are developed in the
design phase.

Implement Phase
The fourth phase of the SAT process during which
instruction is actually delivered to the students
The following are accomplished during the implement phase:

⬢ Time-critical ORA.
⬢ Prepare for instruction.
⬢ Conduct instruction.
⬢ Administer student evaluations.
⬢ After lesson management.
Evaluate Phase
The fifth phase of the SAT process is the evaluate phase. The purpose of the evaluate phase is for the formal
school/detachment to determine value, worth, or merit of
the instruction program. There are systematic and standardized approaches to assessing the effectiveness and efficiency of an instruction program in each phase of the SAT, outlined in the SAT Manual.
Evaluation data is used to
⬢ Ensure instruction is providing the Marine Corps with combat-effective Marines.
⬢ Monitor the allocation of funding and resources for an instructional program.
⬢ Provide the basis for decision-making concerning the maintenance, revisions, continuation, or termination of an instructional program.
SAT can be applied within operational units to systematically:
1 determine their training objectives
2 develop training plans to achieve the objectives
3 to assess the unit's success once the training plan is implemented.
